Principal & Corporate Security Executive

Sergio A. Ugazio is a corporate security and risk management executive with nearly three decades of leadership experience spanning federal law enforcement, critical infrastructure protection, and detention operations. A U.S. Marine Corps veteran and former executive-level federal agent, Ugazio brings a mission-driven, accountability-focused approach to safeguarding people, assets, and operational environments across both public and private sectors.

During his federal career, Ugazio held senior roles within homeland security operations, overseeing complex enforcement initiatives and interagency coordination. As Principal of Dracon Alpha Systems, he focuses on advancing security innovation at the intersection of technology, compliance, and government systems — specifically secure data architecture and intelligence transfer concepts for enterprise and public-sector environments.

Captain Jerrie McGinnis, USPHS (Ret.)

Detainee Health Information & Compliance Executive

Captain Jerrie McGinnis honorably retired at the rank of O-6 (Capt.) after a distinguished executive career in the U.S. Public Health Service Commissioned Corp, where she led upper-level management positions overseeing medical operations within federal detention environments. Her leadership encompassed clinical governance, detainee health systems administration, and regulatory compliance, including ensuring accuracy, security, and legal defensibility of protected health information across complex, multi-site federal programs.

She possesses extensive subject-matter expertise in detainee medical file lifecycle management — from intake screenings, chronic care documentation, and episodic treatment records to specialty referrals, inter-facility transfers, and release summaries. Captain McGinnis maintained intimate operational knowledge of electronic health record (EHR) data entry protocols, medical coding structures, and chain-of-custody controls governing detention health information, with deep experience ensuring HIPAA compliance, federal detention standards adherence, and continuity-of-care data integrity.

In addition, she led auditing and quality assurance programs focused on documentation accuracy, compliance validation, and risk mitigation. She directed internal and external medical record audits, implemented corrective action frameworks, and advised executive leadership on system interoperability, medical data governance, and modernization strategy—providing mission-critical alignment with DRACON Alpha Systems’ objectives for secure management and transfer of detainee medical information across federal detention networks.

Director of Technology & Systems Integration

Zachary Malone directs the technical architecture and systems integration strategies for Dracon Alpha. With a Bachelor of Science in Computer Science from Florida State University, he specializes in secure distributed computing, network hardening, and Linux-based server administration.

Malones combines technical expertise in Java and SQL with rigorous operational discipline derived from his background in maritime logistics and critical asset management. His work focuses on deploying resilient network infrastructures, firewall configuration, and sensor-based data processing systems designed for low-latency, high-security environments.
